The first thing is to go to the page of Ubuntu downloads, we are going to download the Desktop version. Once on the page, we scroll to the end of it, to the "Alternative options" section, and click on the link that says "Take a look at a full list of our previous versions and alternative downloads". This will take us to the page alternate downloads. We move again to the "BitTorrent" section. There are the files .torrent for various architectures and versions (Desktop, Server and Alternate).

We select the correct option and save the file.

Now we open Deluge and go to the menu File → Add.
