Looking back at how the different flavors of Ubuntu have arrived in the past, I was wondering that Brother Budgie wasn't among the first to make noise. At the time of writing this article, the release notes that you link to on the download page are still the ones released in September for the beta, but already have published a neater article about the news of Ubuntu Budgie 21.10 which is the one they should link to shortly.
Looking over the list of news, two of them have caught my attention, the first and the last of the seven mentioned at the beginning. The first is that it is the second version to officially support the Raspberry Pi. The last one is that, as Ubuntu 21.10, will use some GNOME 40 applications and some of the newer GNOME 41.

Ubuntu Budgie 21.10 It is now available in the project download page. If this is the first time you've heard of this flavor or the graphical environment, you have to know that it shares some components with GNOME, such as applications, but it has a very different design than the one that is worth taking a look if you want to try something new. that does not stop being familiar.
