Let's give the programmers time, they are few and they do what they can, surely if it were up to them we were already in 20.04. Change takes a long time.
The good part that it is not yet based on 20.04 is that devices that cannot make the jump to 20.04 will have better support so that their users can continue using them for a longer time in better conditions.
